Our client, a prestigious government agency, is seeking contract attorneys admitted and in good standing in New York state with 1 year of working experience. This position involves working on complex legal issues, including those related to child welfare, early care and education, and the broader legal landscape surrounding programs. Here's a breakdown of the key responsibilities and requirements for such a position:

Key Responsibilities:

Legal Drafting and Documentation:

  • Drafting legal documents such as agency affirmations, affidavits, and other filings using standard legal techniques and practices.
  • Ensuring legal documents align with agency objectives and meet legal requirements.

Interpretation of Laws and Regulations:

  • Interpreting and applying laws and regulations that govern child welfare, early care, and education in New York City, particularly in the context of the specific programs managed (e.g., Close to Home, Limited Secure Placement, Detention, etc.).

Collaboration with the Law Department:

  • Working closely with the New York City Law Department and outside counsel on various legal matters, especially in relation to defending  against lawsuits.
  • Assisting with the production and management of agency records for litigation purposes.

Liaison Role:

  • Acting as a liaison concerning employee-related matters, land use, and litigation updates.

Policy and Program Support:

  • Providing legal advice to leadership on both policy and programmatic issues related to ongoing and new initiatives.
  • Supporting efforts in legal compliance, especially in the areas of child welfare and youth justice.

Required Skills and Qualities:

  • Legal Expertise: Knowledge of child welfare law, family law, and the juvenile justice system, particularly in New York State, will be important.
  • Analytical and Research Skills: The ability to interpret complex regulations and laws and apply them effectively to specific ACS programs.
  • Legal Drafting: Proficiency in drafting legal documents in a clear and concise manner.
  • Communication: Ability to communicate legal concepts effectively with both legal and non-legal staff.
  • Collaboration: Ability to work well with colleagues within the agency and external partners, including the Law Department and outside counsel.
  • Attention to Detail: Ensuring accuracy in legal documents, compliance with regulations, and thoroughness in managing records for litigation purposes.

Working Environment:

This position is under "close supervision with some latitude for independent and reviewed action and decision," indicating that the Staff Attorney will receive guidance but will also have some autonomy in managing cases and tasks within the Special Projects Unit.

This is a multifaceted role that requires a blend of legal knowledge, practical experience in child welfare and related programs, and the ability to work within a government agency environment. The successful candidate would need to be highly organized, detail-oriented, and able to juggle multiple priorities in a fast-paced legal setting.

Pay Rate:

  • 0-1 Year experience: $35/hr
  • 1-7 Years experience: $49/hr
